City Council Meeting Summary
Here’s a quick recap of the city council meeting on 9/10/24
Proclamation #1: The mayor declared this week in Navajo County Fair Week. The President/chairman of the fair board was present and thanked the City of Holbrook for being such great hosts for the fair.
Proclamation #2: It was declared that along with Navajo County that September will be recognized as National Preparedness Month, a movement that encourages citizens to be prepared if a crisis or emergency were to ever arise.
Proclamation #3: It was declared that September 11th will be recognized as Patriot Day, a day of service and remembrance. .
Controversial Section! Fiduciary Responsibility of Credit Card Charges for Municipal Payments: Currently the city eats about $12,000 of credit card and electronic processing fees per year. That means every time some one pays their utility bill online, the city takes on all those extra fees. It was proposed by the City Manager that the citizens of Holbrook take on these processing charges instead. The fee would be around 3% of the bill plus 25 to 64 cents per bill. Council was split and decided to table this item requesting to see a more detailed break down of the charges that would be passed on to citizens and would like to see comparable plans done by other cities that are similar to Holbrook.
General Plan Working Groups: The working groups are set and city council members are encouraged to have meetings regarding the 10-year general plan within the next two months. If you want to see which counselor has what topic/element of the plan, you can check out our past issue here.
Topics presented by City Council Members and City Manager
Mayor Smith: Mayor Smith spoke on forming the Little Colorado and Rt. 66 Coalition, a partnership between Winslow, Joseph City, and Holbrook. (“Good, at least we didn’t partner with Snowflake,” thought the author.) The mayor also thanked the County Fair Board and all the volunteers that went into making the fair happen. The Mayor was also wearing a Winslow Bull Dogs sweatshirt as she bet the Winslow Mayor over football, it was quickly discussed that Holbrook beat Winslow in soccer that same weekend.
Vice Mayor Nilsson said that the Senior Citizen’s Center will be having a health fair from 10am-2pm, offering shots and vaccinations and that there will be a Bunco fundraiser at 6:00pm.
Other council members echoed what was previously spoken regarding the fair.
Councilman Dixon expressed concern about the land agreement that was passed/discussed last month regarding parcels of land to NPC and asked that the city manager double check on the legality of the issue.
The city manager mentioned all her meetings and the list was a long one. Notable to the author was that she met with a representative from North Country to discuss the idea of an Urgent Care in Holbrook. Discussions and plans are underway to repave the golf course road, the city is currently working on a website redesign and there’s another solar company looking at land to the West of Holbrook. In regards to the property going to NPC, she mentioned that met with city legal counsel and that legal counsel has not given an official confirmation yet, but legal counsel was optimistic that there are clauses and a charter that can supersede what councilman Dixon was concerned about.
